Virginia was the first state to implement remote online notarization. Electronic Notaries can now meet with signers via videoconference under House Bill 2318/Senate Bill 827 signed on March 26, 2011.
Therefor, if the remote online notary is physically based in Virginia, he/she can notarize documents online regardless of where the client is located. This is as long as the document is used in the USA.
Documents that can be notarized online
Taking acknowledgments.
Administering oaths and affirmations (e.g., jurats)
Certifying affidavits and depositions.
Certifying "true copies" of documents.
Performing a verification of fact.
